Used https://web.archive.org/ to search previous versions of the Eesti Rahva Muuseum (https://www.erm.ee) and viewed the first available registration (oct 16, 2002). Copied the museum's address for that date and pasted it in Google to get the Google street view. The building had 16 visible windows with white frames.
